configs/mx6sx_udoo_neo: add hashes

Browse Source 
Add hashes for uboot and linux, and enable
BR2_DOWNLOAD_FORCE_CHECK_HASHES.

Modify .checkpackageignore to enable the hash check for the Udoo Neo
config.
