package/poco: add BR2_PACKAGE_POCO_ARCH_SUPPORTS

Commit 0737f48c5f (package/poco: disable build for riscv) did not
propagate the new dependency on BR2_riscv to the comment.

Introduce BR2_PACKAGE_POCO_ARCH_SUPPORTS to solve this issue.
