sysv init scripts: fix == bashism

test a == b is not available in e.g. dash.

Command(s) used for editing:

  operand="${q}?[$]?[a-zA-Z0-9_\?]+${q}?"  ## doesn't detect ${VAR}
  test_expr="(\[\s+${operand}\s+)==(\s+${operand}\s+\])"
