rpi-firmware: allow disabling installation of binary DTBs

Browse Source 
The binary .dtb files are not suitable for everyone as they are
kernel-version specific.

Reintroduce BR2_PACKAGE_RPI_FIRMWARE_INSTALL_DTBS option.
