package/pulseaudio: replace host-intltool by $(TARGET_NLS_DEPENDENCIES)

intltool has been replaced by gettext since version 12.99.1 and
57e3ccaf51
so replace host-intltool by $(TARGET_NLS_DEPENDENCIES)
