package/python-memray: add missing dependency on BR2_TOOLCHAIN_GCC_AT_LEAST_4_9

BR2_PACKAGE_PYTHON_MEMRAY selects BR2_PACKAGE_LIBUNWIND but forgot to
propagate "depends on BR2_TOOLCHAIN_GCC_AT_LEAST_4_9".
