Requires GCC 8.3 due to the introduction of the charconv header. However, as there is no BR2_TOOLCHAIN_GCC_AT_LEAST_8_3, we round up to BR2_TOOLCHAIN_GCC_AT_LEAST_9. Note the `COPYING` file has changed due to copyright year bumps.
