GP-1174 fix Pe/Mz loaders when COFF aux debug symbols are present

Browse Source 
Pe/Mz loaders would error if run under eclipse (or the
continuesinterceptor is turned off) when the aux symbols are present
because the inner classes were marked as private.

Closes #3442
