package/drogon: Fix incomplete 'struct tm' type on uClibc

Add a patch including <time.h> in Date.h to fix the following build
failure:

  Date.cc:98:28: error: return type 'struct trantor::tm' is incomplete
     98 | struct tm Date::tmStruct() const
        |                            ^~~~~
