package/librelp: select BR2_PACKAGE_LIBOPENSSL_ENGINES

librelp unconditionally calls the (deprecated) ENGINE_* logic in
libopenssl resulting in a build failure when
!BR2_PACKAGE_LIBOPENSSL_ENGINES since commit
623d3bbe43:
