package/strongswan: fix BR2_PACKAGE_STRONGSWAN_BOTAN dependencies

BR2_PACKAGE_STRONGSWAN_BOTAN selects BR2_PACKAGE_BOTAN, but since
commit 10a70b1af6, botan needs gcc 11,
which was not propagated to strongswan's botan option. This commit
fixes this issue.
