DEVELOPERS: remove package/qemu-xen/ and package/xilinx-fpgautil/

Commit 76d002604f added
package/qemu-xen/ and package/xilinx-fpgautil/ to the DEVELOPERS file
but those do not exist on 2025.02.x, so remove them.
