package/bpftool: allow building on MIPS architecture

libbpf supports MIPS since commit c86cb27 ("bpf, mips: Fix build errors
about __NR_bpf undeclared", 2021-11-25). Unblock the build by a setting
BR2_PACKAGE_BPFTOOL_ARCH_SUPPORTS=y if a BR2_mips* entry is set.

Built and tested on BR2_mips_64r6.
