package/dpdk: make libraries selectable

Add BR2_PACKAGE_DPDK_LIBS_LIST to control which DPDK libraries are
built:
  - empty : use DPDK defaults
  - none  : disable all libs (-Ddisable_libs='*')
  - list  : pass to -Denable_libs= (comma-separated)
