package/pkg-generic.mk: drop PKGDIR variable for patch step

This was added in commit 604d261fb0 ("infra: remove variable
FOO_DIR_PREFIX") to figure out where to find patches, but this was reworked
in commit 99d4180eda ("package/pkg-generic.mk: factor out patch
directories") to instead use <FOO>_PKGDIR, so drop it.
