Revert "gcc/gcc-final: pass TARGET_ABI flags to configure with --enable-cxx-flags"

This reverts commit 2dcab526a9.

Now that gcc correctly propagates CXXFLAGS_FOR_TARGET for libstdc++
build this is no longer needed.
