package/sqlitecpp: fixup Config.in comment

Commit 8b651fd817 added a dependency on
gcc >= 4.9 and as part of that updated the Config.in comment to
mention C++11 instead of C++. This is not consistent with Buildroot
convention, where we only mention C++, and separately the GCC version
requirement. This commit aligns the Config.in comment with the
Buildroot convention.

Fixes: 8b651fd817 ("package/sqlitecpp: require C++11")
