package/ca-certificates: Replace c_rehash with openssl rehash

The upcoming bump of libopenssl to 4.0.2 removes the c_rehash script:

"* Removed `c_rehash` script tool.  Use `openssl rehash` instead."

Note that c_rehash was already described as obsolete in the release
notes for OpenSSL 3.0.2 and 3.0.3.
