The patch bumps the Linux kernel to version 6.10.13 and U-Boot to
version 2024.10. As for U-Boot, the new version has added EFI Capsule
support, which depends on GnuTLS, thus requiring the activation of
BR2_TARGET_UBOOT_NEEDS_GNUTLS.
Arm trusted firmware is already up to date.
