Thomas Petazzoni 20974a249c package/netdata: propagate gcc version dependency of protobuf ...

Since the bump of libabseil-cpp in commit
76241e89e1, it requires gcc 10. As part
of this commit, the protobuf package was updated, but not its reverse
dependency netdata. This commit fixes this issue.
