Michael Nosthoff 76241e89e1 package/libabseil-cpp: bump to version 20260817.0 ...

- libabseil now requires gcc >= 10
- drop patch trying to fix build with gcc <= 12 as this is now handled
  in protobuf >= 35 directly.
