qemu now requires gcc >= 7.5, which was the last release in the 7.x
series. We do not have symbols for a gcc dot-version dependency, nor do
we want to add one.
So, add a dependency on gcc >= 8, for both the host and target variants.
In addition:
- Add a missing comment in package/qemu/Config.in.host explaining the
host gcc requirements if host gcc < 8.

Buildroot is a simple, efficient and easy-to-use tool to generate embedded Linux systems through cross-compilation. The documentation can be found in docs/manual. You can generate a text document with 'make manual-text' and read output/docs/manual/manual.text.
